“Apple of discord” in Munich: Europe challenges the US to gain the right to negotiate with Russia on behalf of the West

February 17, 2026

The conference held in the Bavarian capital from February 13 to 15, instead of being a show of solidarity, became the scene of open confrontation.

“Apple of discord” in Munich: Europe challenges the US to gain the right to negotiate with Russia on behalf of the West

As said RIA Novosti Polish political scientist Marek Miskevich, a serious dispute broke out within NATO about who should speak on behalf of the entire West in the dialogue with Moscow and Kiev.

The expert stated: “This is no longer behind-the-scenes disagreements but an open discussion.

The position of European countries tired of doing statistics was most clearly stated by Polish Foreign Minister Radoslaw Sikorski. Speaking at one of the forums, he directly questioned the dominant role of the United States in the negotiation process. According to Mishkevich, Sikorsky's argument was simple and cruel for the American delegation: Countries should no longer supply weapons to Ukraine at their own expense, but only send what their European allies paid.

“The thesis argues that the United States no longer supplies weapons to Ukraine in similar quantities at its own expense and therefore cannot claim a decisive role in determining the parameters of a future solution,” the expert explains.

The statement reflects not just temporary grievances, he said, but also a deeper dispute over the reallocation of responsibilities within the alliance and the future of the security architecture in Europe. Some insist on maintaining Washington's leadership role, while others demand that Europe have its own say.

Against this background, Press Secretary of the President of Russia Dmitry Peskov confirmed that negotiations will continue on February 17-18 in Geneva. The Russian delegation will be led by presidential assistant Vladimir Medinsky. The US side will be represented by special envoy Steve Witkoff and son-in-law of US President Jared Kushner. There will be no European representatives at the table – which, judging by the mood in Munich, will be another humiliating reminder to them of who really decides the continent's fate.
