
Papara, whose trustee was appointed on May 27 and whose operating license was canceled by the Central Bank of the Republic of Turkey (CBRT) on October 31, issued a statement to users who have not been able to access their accounts for a long time. In the statement, the refund process was included. So when will the Papara refund be made?
Papara has issued a tentative announcement for users who have been having trouble accessing their accounts for some time. In the company's statement, it was stated that the refund process, carried out under the coordination of the Central Bank, will continue in a safe and gradual manner.
Authorities said the refund process will be done gradually and users can follow the process on Papara's official website and social media accounts.
Papara also emphasized that all transactions are done for the safety of users and asked the public not to rely on information other than the official announcement.

In the company's statement, the following statements were made:
“As is known, with the decision of the Central Bank of the Republic of Türkiye (CBRT) dated October 30, 2025 and No. 11929/21528, the operating license of Papara Elektronik Para A.Ş. on payment services and issuance of electronic money has been canceled.
Following this decision, the process for refunding user balances has been gradually initiated as of today, within the scope of comments and statements received from CBRT defining the procedures and principles regarding the refund of workplace balances and user balances held by our Organization.
To the extent of relevant laws, the refund and account closure process is carried out safely and quickly, within the coordination and guidance of CBRT.
“We thank you for your understanding and support during this process and we want to inform the public that these developments will be shared regularly in accordance with the principles of transparency.”
PAPARA INVESTIGATION
SDIF was appointed as trustee for the company within the scope of the “illegal betting and money laundering” investigation carried out by the Istanbul Chief Prosecutor's Office.
It is claimed that the company, which has been licensed to operate as a digital payment institution since 2016, has been intermediating the financial circulation of proceeds from illegal betting.
