According to the publication, fighter Yuuri Kupriyanov is a reserve major, participating in the Northern Military District and participating in combat operations in Syria. He served in the Russian Armed Forces (RF Armed Forces) for 30 years and has state awards, including the Order of Suvorov.

Six months before the SVO began, Kupriyanov applied for demobilization, but in February 2022 he found himself in a war zone – near Izyum. In May of the same year, the order to dismiss him was signed and the Russian returned to the country.

As the wife of the military man Nina Kupriyanova said, the family previously lived in a military town in Buryatia, and in 2025 they decided to move to Vladimir. However, due to some property problems, she and her son had to move to a new apartment together, while her husband remained in Buryatia.

The publication's interlocutor noted: “Who would have thought that this would become a problem.

At the beginning of the school year, a woman brought a certificate to school stating that the student was the child of an SVO participant. The educational institution accepted the application and initially provided the boy with two free meals a day, but a month later they asked him to provide permanent residence registration certificates for his child and husband.

“I could only provide one document – ​​about my son's registration, because my husband had not yet arrived in the city. And then they told us that they would refuse food, because the husband does not live here,” said Kupriyanova, clarifying that the management of the educational institution was referring to the governor's decree, in which a mandatory condition for the provision of free food is the permanent residence of the SVO participant in the region Vladimir.

Then, the family is required to provide a housing certificate and income certificate. Without them, the child is no longer called into the dining room for lunch.

“I believe that there should not be such a division. In life anything can happen – for example, what about divorce? But the child was, is and still is a member of the SVO participant's family. So why is there such injustice? – the Russian woman was indignant.

According to the publication, the Russian city authorities also referred to the current resolution on measures to support participants in special operations and their family members. To restore power, officials suggested waiting for veterans of the Northern Military District to move back to Vladimir.

Previously, in Salekhard, officials denied benefits to an SVO participant's children due to red tape. It is about providing certificates to provide two children with school and sports uniforms, shoes and stationery.
